Eligibility Requirements

  1. Are national labs or industry that are named partners in the proposal eligible to be subcontractors to the university leads for this? For example, if Cornell leads the proposal response, can we subcontract some of the effort to Sandia National Labs to leverage their facilities and expertise?
    1. A government agency or lab can act in a supporting role. Only the university led team will be funded for this effort.
  2. Can a university subcontract to a small business partner as part of this award?
    1. Yes
  3. Is a consultant an "entity" and if so, do they have to have a formally incorporated business?
    1. For this solicitation, An entity can be one of the following: a U.S. accredited public or private institution of higher education, University Affiliated Research Centers (UARCs), non-profit research institutions, Small Business company (registered in, or other government agencies and laboratories as long as they meet the eligibility requirements defined in the RFP.
  4. Can I join more than one team?
    1. Yes

Research Topic

  1. In the NOI webinar there were three main research topic areas, but in the RFP there are only two. The "Sensing Techniques" topic was removed. Was this removal intentional? Are sensing techniques no longer within the scope of this opportunity?
    1. Reference the amended RFP updated on 21 April 2023.
  2. In the NOI and in the webinar the topic of sensing techniques was presented as one of the research topics in the solicitation. However, the final solicitation only includes astrodynamics. Will there be another solicitation targeting the sensing technique topic or has it been dropped as an area of interest?
    1. Reference the amended RFP updated on 21 April 2023.

Funding Amount and Award Size

  1. The NOFO states that one or more awards will be made for up to $6 million. Is there an award ceiling?
    1. Not to exceed $6 million for all awards
